Fire Chief Position

FIRE CHIEF

POSITION OVERVIEW

Reporting to the Clerk/Town Manager, the Fire Chief works closely with Council while overseeing and directing all aspects of operation and administration of Fogo Island Fire Rescue, the provider of fire and emergency services for the Municipality. As a member of the Town's senior management team, the Fire Chief also plays an important role in the overall leadership of the organization and is the resource person for Council's Public Safety and Protective Services committee.

DUTIES AND RESPONSABILITIES

The duties and responsibilities of the Fire Chief are diverse and comprehensive and include items of both an operational and administrative nature including:

  • Responding to major emergency incidents and acting as Incident Commander, if required.
  • Supervising and managing departmental employees (fulltime and volunteer)
  • Advising Council and senior management on matters of fire protection and public safety
  • Supporting Council with the development, amendment and administration of the policies, regulations and by-laws.
  • Establishing and monitoring an effective volunteer recruitment and retention programs.
  • Developing and maintaining the Municipal Emergency Preparedness Plan.
  • Developing and administering department budgets, assisting in the preparation of tender documents for capital equipment purchases and approving departmental purchases.
  • Monitoring legislation affecting fire rescue services to ensure departmental practices, policies, and regulations, are in compliance with all Federal and Provincial requirements.
  • Liaising with community and regional partners and stakeholders and develop MOUs to coordinate services if and when necessary.
  • Participating at Council, committee, and management meetings.
  • Ensuring the highest standards of confidentiality and integrity at all times.
  • Other duties as assigned by the Clerk/Manager.

EDUCATION AND EXPERIENCE
  • High school graduation
  • A recognized post-secondary educational certificate in fire service management or leadership, public administration would be an asset
  • At least 10 years' service with in a progressive fire and emergency services provider including at least 5 years in a leadership or supervisory role.
  • At least 10 years' experience providing emergency services including structural firefighting, vehicle extrication, rescue operations, emergency planning, and Hazmat incidents.
  • In-depth knowledge of all Federal and Provincial Codes and Regulations and Municipal By-Laws relative to the activities of the Fire Rescue Service.
  • Experience working with a composite fire department (paid staff and volunteers) would be a considered an asset.
  • Experience in the facilitation of Critical Incident Stress Management (CISM) debriefings and programs
  • A Class 3 Driver's License with Air Brake Endorsement for the Province of Newfoundland and Labrador.
  • Certificate of Conduct in good standing.
  • Medical Clearance Certificate
  • National Fire Protection Association (NFPA) certification as Level 2 Fire Fighter (1001), Fire Officer 1 (1021), Fire Inspector (1031), Fire Service Instructor (1041) and as a Hazardous Materials Technician (472) or trained to the level of Technician.
  • Certification in Incident Command System, Critical Incident Stress Management (CISM) peer certification, and NFPA 1002 Standard for Fire Apparatus Driver/Operator
  • Hold a valid certificates in CPR, AED and Oxygen Therapy
  • Hold a valid certificate in Advanced First Aid for Firefighters.
OTHER REQUIREMENTS
  • Proven leadership skills.
  • Strong organizational and time management skills.
  • Strong structural firefighting, vehicle extrication rescue operations, and emergency management skills.
  • Must be able to anticipate deadlines and work towards achieving key deliverables.
  • Ability to set long-term financial and budgetary goals.
  • Strong presentation, facilitation, written and verbal skills.
  • Proven analytical ability and solutions oriented.
SALARY

The starting Salary is $52,000 per year for 35 hours per week. Evening and weekend work is required.
