DEVELOPMENT REGULATIONS
PROPOSED AMENDMENT No. 1, 2018
MINERAL WORKINGS IN CENTRAL COMMUNITY DEVELOPMENT AREA
The Town Council of Fogo Island proposes to amend its Development Regulations concerning approval of mineral workings in the "Central" Community Development Area (CDA) shown on Map 9 in the Land Use Zoning Maps which are part of the Development Regulations.
"Mineral workings" are defined as "Land or buildings used for the exploration, working or extraction of any naturally occurring substance". The substances include sand, gravel, stone, minerals and other underground materials such as hydrocarbons. The amendment would be applicable only to the Central CDA and only to the extraction of sand, gravel and stone, as the other CDAs are long-established, compact communities in which pits and quarries would not be seen as acceptable. Council is aware of a need for ongoing supply of these materials to support construction on the Island, as well as the presence of other such mineral workings already active in the Central CDA.
The Central CDA is different in that it is recognized in the Municipal Plan as the Island's focus of major commercial, institutional and non-marine industrial land uses in addition to residential development. The potential for land use conflict between such mineral workings and the other intended uses is seen to be minimal and manageable provided approvals are accomplished by case by case analysis and consideration, ie: by discretionary approval.
Council wishes to consider representations from any interested association or person concerning the proposed amendment. Those interested are requested to send their submissions in writing to the undersigned, to be received at the municipal office prior to 12:00 noon on November 21st, 2018, after which Council will meet to consider the same.
Copies of the proposed amendment are available for viewing at the municipal office during normal business hours and may also be sent by email or ordinary mail on request to the undersigned.
